The proposal would reduce the so-called floor-area ratio, or the allowable square footage of a house based on the size of its lot. Currently the ratio is 3:1. That means, for example, a home on a 5,000-square-foot lot could be 7,020 square feet – essentially a large, two-story rectangle. The proposal would change the ratio to 1:1. For a home on a 5,000-square-foot lot, that would mean it could be no larger than 2,470 square feet. Under the proposal, a homeowner could get extra space if the second floor is smaller than the ground floor, so the home is less bulky and boxy. Under the Proportional Story Rule, limits would be based on a ratio of 1.25:1. That means a homeowner could build up to 3,088 square feet on a 5,000-square-foot lot if the second story is smaller than the first. Mini-mansions would get much smaller under a proposal by the Los Angeles Planning Department to limit home sizes citywide. Responding to an outcry about large new homes overshadowing their smaller, existing neighbors, planners have spent the past year conducting a community character study. They’ve held dozens of public hearings and gathered residents and developers for focus groups.
